Many of these answers didn't address the question!
My answer is based on the presumption you have or will study the art of writing. THIS is your first step. The second step for me was to clarify what all these learned people were talking about i.e. What is a "Motovational Reaction Unit" within a "Beat"? What is a "Beat" in relation to a "Scene"? What is a "Scene" in relation to a "Chapter"? What is an "Outline"? We all learn differently, but once you know what these are you will be able to answer your question.
