Scale refers to how large or small something is. In writing terms, scale refers to how big a problem or conflict is, in terms of how much it affects. If the conflict is confined to one room (Twelve Angry Men), the scale is only that room, and the story should stay there. If the conflict concerns the whole land (Lord of the Rings), the scale is the whole land, and the story is free to spread across it. Scale can refer to intangible sizes as well, such as a conflict within only one person.
