Published books vary from zero words (The Life and Opinions of Tristram Shandy, Gentleman, Chapter 24, Wayside School is Falling Down, Chapter 19) to (excluding books not divided into chapters) up to tens of thousands of words (The Last Unicorn has a chapter at 23,000 words, and I'm not at all convinced that there aren't longer chapters out there). There's no hard rules, essentially. Put the chapter breaks where the story demands them.
