States.

Resolved: Rehabilitation ought to be valued above retribution in the

If I were presented with what you posted and had to craft a debate response (that's really what the rest of your requirements suggests), then I'd treat the statement as:

In any field—business, politics, education, government—those in power
should be required to step down after a specific amount of time.
