These are the Strong AI governing intelligences of a post-scarcity civilisation.
They are depicted as being able to think faster and with more attention to detail than any mortal mind can comprehend, using only a fraction of their awareness to deal with the mundane conversations with the culture-citizens in their charge.
They are benevolent, deeply rational (with some exceptions) and downright godlike in capability. Practically speaking they are Perfect Actors, they don't make many recognisable mistakes. If they were human they'd enter into Mary Sue/Marty Stu territory but as hyperintelligences they come across well.
